Before humans developed agriculture and permanent settlements this was a way to provide food and shelter for the mostly nomadic human societies. It was also a way to involve most of the population, men became hunters, women, children and older adults became gatherers. This way provided maximum use of available manpower. This way required a nomadic lifestyle in that local game and gather able resources were soon depleted. Eventually humans became better with agriculture and the domestication of animals for food and beasts of burden. Eventually the nomadic societies became stationary and early towns and cities became more common. One of the first areas to do this was Mesopotamia (land between the Tigris and Euphrates rivers) in modern day Iran/Iraq. Also in mesoamerica like the Incas and Aztecs. In some parts of the world nomadic lifestyles still exist.
