Okay so, here is the debate.
The basic point you need is that "Not complete India lives in villages."
The rural percentage of India is 68.84 percent.
There are many cities in India that are very much developed let it based on economy, technology, literacy rate or many other factors.
Though India is not as developed as many other countries like China, USA or Russia(USSR), India is also not completely rural.
India has its own specialties both in urban areas and rural areas. In fact, India's rural areas are much more rich in many factors like Culture etc, than any other "developed" country.
