If i am not wrong, a primary school has to be within 1 km of the child's house. But in practicality, as it is not feasible to have a school for every child living on a farm, it is interpreted as one primary school in each habitation, where mostkids in the area would live. Also, a school with less than 5-10 students might not be feasible even for government to run and thus is ‘rationalised’ by combining to other nearby schools.

Thus, while writing that letter, ensure that you present a clear picture of the area. How many kids live there (how many families too), where is the nearest school, what us the need of the new school (many children or current school very far away or cut off in monsoon, etc.).
