it is mentioned in the constitution in India that, each state shall have the council of ministers to aid and advise the governor in the exercise of his functions.and chief minister serves as the head of the government in the state.the person who commands the majority support in the state legislative assembly(Vidhan sabha) is appointed as the chief minister by the governor.the chief minister plays important role in the administration of the state.chief minister presides over the cabinet.he co-ordinates the functioning of different ministries in his/her state.the chief minister acts as the real head of the government at the state level.the chief minister communicate the concerns of the state to the union government.
