Explanation:

The functions of the Commission include preparation of electoral rolls, superintendence, direction and control of elections to Parliament and State Legislatures, recognition of political parties and allotment of symbols to them, and conducting elections to offices of the President and the Vice- President.

During the elections, vast powers are assigned to the Election Commission to the extent that it can function as a civil court, if needed.

The Chief Election Commissioner is an independent constitutional functionary whose salary, tenure and conditions of service are provided for in the Constitution. He cannot be removed except in a like manner and on like grounds as a judge of the Supreme Court.
