i think This is such a saying. It does not have to be taken 100% literally. As you state in your subtext, some difficult problems are unsolvable.
Here, the point is what you read into it. The basics of it I understand to mean that if you have a will and motivation to succeed, this will stand you in better stead than if you look at something and think I am not even trying because it cannot be done.
It goes alongside the other common saying 'if at first you don't succeed, try, try, and try again!'
Of course we know that one cannot succeed in everything - but then you should feel some comfort if you have tried everything you possible can and know you have given it your best.
