let W = one solution and M = second solution 
we know that
W* M = c/a
and
W+M = -b/a
where a polynomial is in the form ax^2+bx+c
therefore acc to ques w*m  = 9/4 , and w+m = -b/a
9/4 = c/a 
c = 9 , a = 4
-5/8 = -b/a
b = 5 , a = 8
but since a cannot have 2 values we will reduce it
-5/8 = -2.5/4
therefore final answer
4x^2+2.5x+4
