Answer: In India, the poor and disadvantaged castes vote proportionally more than the rich and the upper castes, and often more than those in developed democracies. Not all elected state governments have pro-poor policies, but the poor have higher expectations of the state than the rich. This faith of India’s poor and marginalised in the democratic process stems from their expectations of the state, which is required by law to provide fair opportunities to every citizen irrespective of caste, creed, religion, and economic status, and to actively work to eliminate these barriers.

Discrimination against people living in poverty is widespread and widely tolerated. During the start of the Covid-19 pandemic, the government tried hard to bring the Indians stuck in foreign countries back to India but refused to allow the domestic transportation of thousands of poor migrants stuck in different states.

Many poor people live in mud structures with roofs made of tin and tarpaulin. The ration cards, which allow them to buy grains, and garbage are their means of survival. They believe that their transit shacks are a better place than their native villages that provide no food. Once in a while, the children manage to find coins and rupee notes in the garbage heaps. Such occasional findings help the children to cling to hope and life. The only boon some of these people have is a roof over their heads; but, they are not able to manage a proper full-time meal. People seem to have stopped dreaming. The injustice of the social and legal system is the proverbial last straw for this already desolate section of people. The young men are bogged down by the police, the deceptive middlemen and their own destinies, leaving them no choice but to give in to the imposed way of life.
