Agro-based industries are in line with the notion of competitive advantage within and outside the country. They can act as a safety net to provide employment to surplus rural labor and solve the problem of mass unemployment/disguised employment in rural areas.

The real challenge here is how effectively the government implements its planned and policy interventions to ensure an all-round industrial development in rural areas without diluting the identity of its socio-economic structure, agricultural production system and basic agricultural manufacturing characteristics.
Economic policies of developing nations have always advocated raising farmers' income not only through product and productivity enhancement, but also by systemic value-addition in agricultural products through processing and manufacturing. The vast population of India is still engaged in agriculture and allied activities. Indian farmers are largely unorganized. They depend on external agencies for disposal of their marketable surplus. In rural areas, they are forced to sell their produce to middlemen/commission agents due to lack of capital assets. Low income from primary agricultural production and lack of investment in processing and agri-value chain has led to a sharp decline in the profitability of agriculture and agriculture is now under severe stress.
The development of agro-based industries in and around rural areas has the potential to make agriculture acceptable and attractive and provide stability. 'Agriculture industry' is an all-encompassing expression that includes various industrial, processing and manufacturing activities based on agricultural raw materials and also includes activities and services that are derived from agriculture as inputs. Agriculture and industry are complementary to each other in the development process of any developing nation due to their interdependence and interrelationships. Agriculture provides inputs to industry and industrial output is used in agriculture to expand its production and productivity base. Thus, agricultural industry not only encompasses activities using raw materials derived from agriculture, but also those that provide inputs for modern agrobusiness.
Due to the interdependence of input-output contracting and agriculture and industry, agricultural industries can be of two types –
(a) processing industries or agro-based industries and
(b) input supply industries or agricultural industries.
Thus, agencies that support agriculture through production and manufacturing inputs designed to increase primary sector production and productivity are called 'agricultural industries', while agro-based industries process and value add agricultural resources that include land. and plants, fruits and vegetables etc. as well as livestock useful in their day to day activities. According to the International Standard Industrial Classification Framework, agro-based industry includes manufacturing/processing of food and beverage, textiles, footwear and apparel, leather, rubber, paper and wood, tobacco products.
Rural and agro-based industries help in generating employment opportunities in the production, distribution, manufacturing and marketing phases. Table-3 examines the salient features of selected agricultural industries. In the year 2017-18, agro-based industries accounted for only 24.1 percent of the total net value addition of 45.3 percent, even though 44.2 percent of the total workers were engaged in this sector. This shows that the agro-based industrial scenario has not fully reaped the benefits of sustainably available resources and efforts made by the government through various subsidy-oriented central schemes.
There were a total of 1.07 lakh agro-based units in the year 2017-18. Food products and beverages manufacturing companies account for 38 percent of the total number of agricultural industries and 36.8 percent of the total net worth. Agro-based industries have a huge potential to make agro-based industries more visible and hard-working by identifying easy issues and resolving them in a time bound manner.
