Various governments in the world have use Propaganda to change public opinion and take the whole nation towards a common cause.
The British mastered it and turned it into an Art! Where propaganda was used in the British Empire to convince people in England, how the British government was going to Africa and Asia to 'educate and civilize' barbarian people.
Similarly, by many accounts, before the US war in Iraq, a whole propaganda was developed to gather public opinion in favour of attacking the country.
However, many countries even use it for good purposes, China e.g. used it aggressively to control their growing population by introducing a one child policy years ago. The propaganda helped many people to actively accept it and take part in it.
