The Mandal Commission was set up in 1979. It was given the responsibility to identify socially or educationally backward sections of the society and suggest solutions for eradicating the problem of caste discrimination. The Commission recommended 27% of government jobs to be reserved for the socially and economically downtrodden. In government educational institutions also 27% was suggested to be reserved for the socially and economically backward classes . In 1989, under the prime ministership of V P Singh, the government decided to implement the recommendations of the commission. This decision of the government roused protest across the nation by students and government employees. But in spite of violent protests, most off the recommendations of the Mandal Commission were implemented.
