Vulnerable group simply means the group of people who could easily be harmed physically, mentally or emotionally. According to World Bank “one that has some specific characteristics that make it at higher risk of falling into poverty than others” are said to be as vulnerable groups and as far as a vulnerable group in India is concerned it mainly covers the class of population deprived from adequate livelihood.

Vulnerable Groups are groups of persons that experience a higher risk of poverty, social exclusion, discrimination and violence than the general population, including, but not limited to, ethnic minorities, migrants, people with disabilities, isolated elderly people and children.

Vulnerable groups are those groups of people who lack developmental opportunities due to their disadvantageous position, who may find it difficult to lead a comfortable life and many a times find difficult to exercise their human rights.

In relation to human rights, vulnerable groups may be defined as certain groups of the population who often encounter discriminatory treatment or such persons who need some kind of special attention for protection of the State to avoid exploitation or need protection from a harmful environment.

In the developing nations, a great majority of the people are under the line of poverty. In India, approximately 26% of the population lives below the poverty line. The basic needs of life such as health, education, housing, food, security, employment, justice and equity are not accessible to such groups of people. People who belong to the vulnerable groups are unable to use and acquire their rights.
