According to the Western concept of secularism, the State should not intervene in the affairs of religion. Religion and the State should be two separate spheres. Religion should not be the basis of any public policy. The State should not give financial support to any religious institution or any educational institution run by it. The State should not interfere in the affairs of any religion till it functions within the law. 

The western societies were mostly religiously homogenous, so they focused more on individual freedom and equality rather than the religious affairs.
