Where I live, one of the most common cases listed in the magistrate court report in the city newspaper happens to be people driving with a license that is expired, suspended, or while they are barred from driving.
For most of them, they got away with it for as long as they did because they simply didn’t catch the eye of the authorities. When they were finally caught, it was usually because they did something that caught the attention of a law enforcement officer! However, it is not uncommon that they were minding their own business at an intersection waiting for a traffic light to change when they got rear-ended by another driver and the police discovered upon investigating the accident that the person who was hit was an unlicensed driver.
If a person somehow feels that they must drive without a license for whatever the reason, the best way to avoid being discovered would probably be to operate a conservative car (e.g.: a large sedan in a muted color) with current registration stickers and all equipment in working order at an ‘off’ time during daylight hours. Mid-morning or mid-afternoon are probably best. Try to stay off the main drag or other busy streets. Drive this conservative car, well, conservatively! Be careful about correctly making lane changes, sticking close to the speed limit, and not following anyone else too closely. The risk of being pulled over or involved in a traffic accident this way are relatively small. Do not be out late in the evening, or worse, late at night. A lot of ‘pretext’ stops tend to occur late at night, where one is ostensibly pulled over so an officer can inform them that a brake light is out or something to that effect. In reality, the real reason is often a license/insurance/warrants/sobriety check. Younger officers getting started in their careers tend to work late at night when boredom can become an issue, and they also usually are aware that many of the people who have lost their licenses tend to do much of their driving late at night, going to or from work, social engagements, or bars.
