Resize option and skew option, both are used to resize the pictures/other objects on a page. However, both function in a different way.

Whenever you want to resize an object/picture/clipart, double click on that object and then you will be able to see a frame around that object with resize handles on it.

You can push or pull the frame according to your need to resize the object.

So, resize option uses mouse cursor input to resize an image.

Whereas, in skew option, you need to specify the horizontal and vertical percentage by which you want to resize the object.

So, skew option takes numerical parameters from keyboard to resize an image.

This method is more precise but less feasible to use.
