1. the population increased from 23 to 29 million.
2. it causes rapid increases of food grains.
3. but the production of food grains doesn't keep pace with the population.
4. the wages were low and doesn't keep pace with the rising price of daily use.
5. the things become wrost when drought or hail comes, which lead to shortage of grains.
