⏩According to our constitution, Prime Minister is appointed by president and the Council of Ministers are appointed by Prime Minister.

⏩The Council of Ministers meet to Adopt new laws, discussing about old laws etc.

⏩Prime Minister is referred as the real executive head of a country where as president is nominal head. Prime Minister is the leader of the party which is in power.

Ours is a Parliamentary Form of Government therefore our President is only a nominal head of the state . Thus the Council of Ministers, headed by the Prime Minister, is the most powerful institution in the Indian Policy.
