This program was the Brainchild of Verghese kurien , also known as the " Father of the White Revolution " .
The aim of the Operation Flood was threefold :-

The Operation was carried out in three phrases :-
- Phrase I :- (1970 - 1980) During this phrase , skimmed milk powder and butter oil all was gifted by the European Union through the World food programme . This program link India's leading milk production unit with the consumers in major Metropolitan cities such as - Delhi , Mumbai , Kolkata and Chennai .
- Phase II :- (1981 - 1985) This phase saw an increase in the milk production units from 18 to 136 . By the end of 1985 , there was more 40,000 villages cooperatives covering more than 4 million milk producers .
