The beauty of leadership is that there are certain characteristics of an ideal leader, which every follower wants to see, however the portrayal of these characteristics, is done through each leaders' individual take on it.
The personalities of people are what causes them present themselves in a certain way. That is just who they are as people. So the statement that personalities do not constitute the fundamentals of good governance, is something i don't believe in.
Strong Institutions and fair procedures are indeed one of the reasons which lead to good and strong governance, but in order to go down the road and make their way to such a governance, there needs to be an authority in charge who will make sure that such governance should take place.
They are the ones who guide, and make up the policies, who cater to the needs of the concerned and make decisions. Lack of good leadership is one of the biggest reasons for failure to take place.
So it is important for those leaders to come up with methods and ways to solve the issues.
Good governance can be formed with strong institutions and fair procedures.
The government bodies need to meet the needs of the masses as opposed to select groups in society.
Western liberal democratic states considered as the most successful governance because they have strong institutions and fair practices.
On the other part, implementation of some beneficial policies is also mandatory to structure good governance.
