Balanced is when both teams apply X newtons of force in opposite directions while unbalnced is when one team applies X newtons of force while the other applies Y newtons of force in the opposite direction where the value of Y is greater than X so the rope moves in the direction of Y

If any one team applies a greater force, then the net force changes (greater force - lesser force) and the rope moves towards that side. This is an unbalanced force.
