Well, it begins with the ubiquitous “The Majority/Minority problem” that plague former British colonies. The Rohingya problem of Myanmar has the same root.

The Tamils in Sri Lanka have been struggling for well over 70 years to overcome the situation created with the “Majority/Minority problem”. Its 2017 and its still on going.

In a nutshell?

Under British rule -> Tamil politicians enjoy power parity with Sinhala i.e. 50% of the power. This is entirely due to divide-and-rule orchestrations of the British.Post independence -> Tamil political power dwindles down to 12% representing the Tamil population. The Tamil political power has undergone a correction to its natural position. The conflict begins when the Tamil leadership attempts to augment the power deficit in a democracy.

I agree that a fair provision of living spaces could have prevented the conflict in Sri Lanka because such basic needs had to be met adequately to ensure people’s satisfaction with the current government.(Point)

For example, one policy which caused unhappiness among Tamils was the resettling of poor Sinhalese peasants in the 1950s.  The different races are not evenly distributed throughout the island.  The Indian Tamils are heavily concentrated in the highland districts  as the majority of them are tea plantation workers.  The Sri Lankan Tamils, on the other hand, make up more than 95% of the population in the Jaffna peninsula.  The Sinhalese are found in large numbers everywhere except in the Jaffna and Batticaloa districts.  (Example)

Under the resettlement policy of the 1950s, Sinhalese peasants were transferred from the densely populated south western and central areas to Tamil areas.  The government wanted to provide land for the landless Sinhalese peasants to live on and to cultivate padi.  The Tamils were not happy as the Sinhalese peasants were not the only ones who came to live among them.  Buddhist monks and the Sri Lankan Army which comprised mostly Sinhalese also came to occupy their lands
