The Belgium want to solve the problem of ethnic composition.
So they change their constitution 4 times .
They change th constitution as follows
1.In centre their was half dutch speaking people and half French speaking people.
2.Special laws had to be pass by both the two communities of people.
3.State govt works independently. It doesn't need any order from centre.
4.Brussels had a separate govt in which their half French and half dutch speaking people.
5.Their was a another type of govt called community govt in which problems like education and railways is dealt.
