The primary purpose of government in an ideal world is to protect individual rights and freedom. In an ideal world, individuals would use their rights and their freedom to establish a fair and just society based on a sound economy.

The real world is more complicated than the ideal world, of course, which is why I believe it is naive to think that government can only have one purpose. The primary purpose should always be, in my view, to protect rights and freedom, but reality and human nature require government to develop additional purposes - such as protecting such values as the rule of law, justice and equal opportunity.
