In water, the oxygen atoms have three 2p orbitals which combine with the 2s orbitals and forms sp3 bond.

There are two electron pairs which are non bonded, and they occupy the hybrid orbitals.

The bond angle of water is 104.45 degrees as the 2s orbitals are spherical in nature, some of the 2s characters mix with the 2pz characters.
