As the names themselves suggest, over population means an over rate of increasing population, whereas under population means a whole lot of below the expected rate of population at a certain place.
Overpopulation can result from an increase in birth rates, high quality of lifestyle, and lack of protection while doing sex.
Under-population might be the result of extreme cold climates, and also if there is food scarcity.
