Differences between Permanent and Public executive :--

1 . Political Executive includes Ministers of both centre and state while Permanent Executive includes bureaucracy (civil servants). 


2 . Political Executive is responsible to people for all his decisions but a Permanent Executive is not responsible to people directly.


3 . Political executives hold office only till the time the party to which they belong rules whereas Permanent executive hold office till the age of their retirement which is 65 years of age.


4 . The Political executive are directly accountable to the political party they belong to.The Permanent executives are not directly accountable to the people but to the political ministers.

5 . Permanent executives are "selected" on a permanent basis whereas Political executives are "elected" and are not on permanent.
