9.7.1 Action points:

a.  A research study on Marginalised groups may be taken up to identify such segments and

understand their issues vis-à-vis electoral participation.

b.  While making strategies for specific marginalized communities, members from these

communities should be invited for discussion, as they would provide ground level analysis of

the situation

c.  Since some of the marginalized communities tend to stay together in secluded areas or ghettos,

special camps need to be set up in such areas. Also mobile registration vans may be deployed in

areas where these people tend to congregate.

d.  There is a need for sensitization of the polling officials, police officials and society at a large. The

Commission may include special sessions on Sensitization in the training module for the Master

Trainers of the BLOs and other polling officials.

e.  Special outreach programmesfor targeting marginalized communities may be conducted by the

help of CSOs.

f.  Political parties may be requested to deploy PwDs, Women and members of marginalized

communities astheir polling agents on poll day, asthis will help in sensitization of people towards

the marginalized communities and would also inculcate confidence among the marginalized

communities to come out to vote.

g.  Separate polling stations for marginalized communities (like sex workers etc) can be explored

h.  Following Partnerships need to be stitched:-

 Partnership with National AIDS Control Organisation of Ministry of Health and Family

Welfare for data of Sex workers, Transgender community etc.

 PartnershipsandcollaborationswiththeCSOsworkingwithspecificmarginalizedcommunities

may be explored at DEO, CEO and ECI Level with special emphasis on DEO Level.

9.8 Senior Citizens

Faclitating senior citizens to enhance their participation in the electoral process shall be taken up on

a sustained basis. Sensitisation of the election machinery to their special needs as well as sensitising

society on the need and relevance of inclusion of senior citizens also needs to be taken up.

9.8.1 Action Points

a.  Identification of senior citizens through existing mechanisms (e.g. old age pension schemes) to

extend services to them for registration and voting.
