The local institution of Panchayati Raj takes steps to solve the problems of the people at the grass root level. This saves time, energy and money. It also increases the participation of local people in managing and administering their own areas.

Local bodies perform various important functions which help in the development of a village or a locality. For example, construction of roads, provision of clean drinking water, schemes related to the improvement of agriculture and irrigation are some of the important functions performed by the local bodies.

Two Problems:

- The institution of the Panchayati Raj frequently face the scarcity of finance and funds. When compared to the wide range of functions they are supposed to carry out, their source of income is insignificant.

- The local Government bodies like village panchayats, municipalities and municipal corporations are under the direct control of state Governments. The official hierarchy failed to inspire confidence among the village people. Bureaucrats were unwilling to transfer power to elected representatives. They did not release funds in time.
