HERE IS UR ANSWER

=> We know , when base are same power is added

So ,

=> ( -2 / 3 )^-7 × ( -2 / 3 )^-4

=> ( -2 / 3 )^-11

Solution:-

Since we know that,when the base is same the power is added.
So,
 =  > {( \frac{ - 2}{3} )}^{ - 7}  \times  {( \frac{ - 2}{3}) }^{4}  \\  =  >  {( \frac{ - 2}{3} )}^{ - 11}
