Preposition is giving you confusion here so to make sure we can use both ‘at and in’ before the proper noun Mumbai, however preposition ‘in’ would be more appropriate before Mumbai.
Although some old books have mentioned ‘at Mumbai’ now we cannot compare with today’s world because during that time Mumbai was just a kind of a town so they used preposition ‘at Mumbai’ as we use ‘at’ before the name of a town and village. Therefore ‘I live in Mumbai in India’ is absolutely correct.
