The metallic character of an element is how readily a atom can lose his electron.
 
from up and right in a group the metallic character increses because as no. of shells increases the distance between nucleus and valance will become larger and electron can move out easily.

From right to left across a period,
metallic character increases because the attraction between valence electron and the nucleus is weaker, enabling an easier loss of electrons.
