In those times, if the capital city was conquered, it was implied that prior king was defeated. The Centre was hence not defeating the king but conquering the capital which was Delhi. Many of the other rulers constantly used to try to conquer Delhi. To break this norm, he shifted his capital away from Delhi, leaving Delhi fully deserted. He didn't even allow domesticated animals to be kept back. Everything and everyone was moved, leaving the city barren

in 1327, Muhammad bin Tughluq decided to shift the capital of Empire from Delhi to Devagiri , which renamed Daulatabad . most historians believe that there were two reasons for it .
1 - the sultan's left that he would be able to control and administer The Empire return from Daulatabad since it was located in the centre of the Empire .
2 - the moon is really constant threat to Delhi . Daulatabad would be safe from Mangalore tax .
Muhammad bin Tughluq order the entire population of Delhi to move to Daulatabad . people do not want to leave their homes but they had to be the king's order. How is it the king so realise that it was impossible to keep a watch on the northern Frontier from Daulatabad . so he ordered a receipt of the capital. All the people who had gone to Daulatabad will ask to move back to Delhi .
