Proposed by Lord Lytton, the Vernacular Press Act was passed in the year 1878. The main purpose of the act was to reduce the scope of the Indian-language (i.e., non-English) press. This act was administered to stop the native press from revealing criticism of the policies implemented by the British government. In particular, this act was the result of the Second Anglo-Afghan War (1878–80), which saw opposition from the vernacular press. Various provisions made under this Act:

1. This act gave an extensive right to the government to review reports and articles in the Vernacular press.

2. The government could keep a check on the activities of Vernacular newspapers.

3. Indians were not allowed to carry arms without a license .
