The usage of tenses depends on the subject and most importantly the time, that the situation of the sentence is occurring in. The future perfect tense is used usually with a time expression where the speaker projects himself in the future and tells about an action that would have/ would not have taken place some time later.

Therefore, the usage is never rare for any tense of a sentence, it is completely based upon the time and the situation that the sentence is based on.
