The emperor of Luggnagg is shown to be a power-loving king. In Luggnagg, it was a common practice for the visitors to kneel down on their knees and lick the floor as a mark of respect shown to the emperor. The rule of the king is a monarchical one. No one is allowed to see him without his permission. He is greedy for praise from his subjects.
