we know that,

if x and y are complementary angles

then,

x + y = 90°

Now, here

let \: x = 59 \frac{1}{2}  =  \frac{2 \times 59  + 1}{2}  =  \frac{119}{9}

and let y be it's complement.

So,

 \:  \:  \:  \:  \: x + y =  {90}^{o}  \\  \frac{119}{2} + y = 90 \\ y = 90 -  \frac{119}{2} \\ y =  \frac{180 - 119}{2}    \\ y =  \frac{61}{2}  \\ y =  \frac{2 \times 30 + 1}{2}  \\ y = 30 \frac{1}{2}

Hence, complement of 59½° is 30½°.
