1. Council of ministers include the senior most ministers, Cabinet ministers who hold important portfolios and help in the all round development of a particular resource.

2. Secondly, it consists of ministers of state. These ministers, they do not have independent charge of Ministry, they do not attend Cabinet meetings until invited.

3. Deputy ministers: They have to help senior ministers. They do not attend Cabinet meetings, unless specially invited.
