Let the point be P(0,y)
A (4,-3) And B(5,2)

According to question,

PA = PB
Square both sides,

PA = PB
(0-4) + (y+3) = (0-5) + (y-2)
16 + y + 9 + 6y = 25 + y + 4 -4y
25 + 6y = 29 -4y
10y = 4
y = 4/10
y = 2/5
