A tag is a simplest form of information used in HTML whereas Attributes have extra bit of information.
An attribute is used to define the characteristics of an HTML element and it is placed inside the element opening tag.
Tags are also used to markup the start and end of an HTML element whereas an Attribute defines a property of an element constitution of a value pair and appears within the elements Start Tag.

Tags are the building blocks of a web page. They contain elements which define how the information on a web page is formatted or displayed. You can also include non-text items such as images, links, and lists on the web page using the text. Tags do not appear in the browser window but they affect the display of the text and non-text items in it. Each tag in HTML follows specific rules and syntax. These tags are not case sensitive, for example, and will have the same effect.
