(a) Atomic number  of carbon is 6.

So the electronic configuration of carbon atom is 1s2, 2s2, 2p2  

First shell has 2 electrons has valance shell has 4 electrons. Therefore the valency of carbon atom is 4.

(b) Atomic number of sodium is 11.

The electronic configuration of sodium is 1s2, 2s2,2p6 , 3s1

Sodium has 1 electron in its outermost shell. Therefore its valency is 1.
