write the equation of a line which is parallel to x-axis and is at a distance of 3 units below origin.

the equation of x-axis is y=0
therfore line is in form y=a
a=-3
negative sign indicates three units below the origin
hence  
the equation is y=-3

Any straight line parallel to x−axis is given by y=k, where k is the distance of the line from x−axis. Here k=−3, because it is below x axis then the equation of the line is y=−3.
