the general equation of a circle is

(x-a) ^2+(y-b) =r^2 , where (a, b) is the center and r is radius.

now putting the values we get,

(x-(-4)) ^2+(y-(-2)) =3^2

or, (x+4)^2+(y+2)^2 =9

the equation of the circle is (x+4)^2+(y+2)^2 =9
