Decentralisation in India was in 1992 not in 1703 .
Anyway several steps were :
1 . One third seats were reserved for women in local bodies.
2. Seats will be reserved for SC and ST.
3. State government will share it's power and resources with local government.
4. An independent election commission was elected which was responsible for conducting regular elections.
5. Local government was given constitutional status .
