Agenda 21 is a non-binding and voluntarily implemented action plan of the United Nations (UN) related to sustainable development. It was a core work produce from the United Nations Conference on Environment and Development (UNCED) held in Rio de Janerio, Brazil, in 1992. Succintly, Agenda 21 is comprehensive blueprint of action to be taken globally, nationally, and locally by organizations of the UN, governments, and major groups in every area in which humans directly affect the environment. The "21" in Agenda 21 refers to 21st century. The blueprint has been affirmed and modified at subsequent UN conferences.

Agenda 21 is a global action plan for sustainable development into the 21st century ... For wealthy nations , achieving sustainable development means adopting and implementing policies concerning issues such as recycling, energy efficiency , conservation and rehabilitation of damaged landscapes.
