We know that root 2 by long division method is
1.4142135.....

and, root 3 = 1.73205080.....

So,

$a = \sqrt{2} = 1.4142135 ..... \\ b = \sqrt{3} = 1.73205080.....$

Then a rational number should be > a but < b

So,

$c = 1.732$
