The simple definition is that it is the rule of the people as a whole, rather than an aristocracy, the military, members of a particular organisation, etc. In a de facto sense, it’s to enable the easy removal and adaption of existing leaders and ruling structures to adapt to the times. The purpose of civilisation, implicitly, is to empower people to be people, and democracy does on a large scale what human rights and laws do on a small scale. That is to say, enable people to be people, rather than slaves, cannon fodder, or serfs.
