In august 2002 he issued a legal framework order that amended the constitution of Pakistan. In this order the President can dismiss the national and  provintial assemblies.After passing this law elections were held to the national and state assemblies.So the election were held regularly and power rest with elected representatives.But still the final power rests with military officers and muhraff himself.
