Write two needs of government?????

The most basic purpose of government is security.  Security being defined as the "state of being free from danger or threat".

Government is to secure:
1. The individual against another individual.
2. The individual against a group.
3. A group against another group.

We need governments to have order with people, economy, for regulation of health care, prevention of fraud, crime, and dealings with other organizations. Separate governments believe in a certain rulings, some have a majority rule to fight war, what to do with taxes, how to protect the people, and defend from others.
