No it cannot be stated in that form.
By Euclid’s Lemma =)

b = aq + r, 0<,r<a
or [dividend = divisor x quotient + remainder] 

Here, b is any positive integer a = 4, and r can have values=) 0,1,2,3

b = aq + r for 0< r < 4

So, this must be in the form aq, aq + 1, aq + 2 or aq + 3.
