It is a democratic country. People do elect their officers and representatives, and non-elected officials (such as judges) are elected by the representatives, just like in every other country.

That being said, it’s institutional design has some flaws. For instance, the votes are counted by the citizens themselves, they are selected randomly. What that causes is that people make mistakes, even arithmetic mistakes. So, sometimes the votes are not counted well. These errors are statistically insignificant, and furthermore are ignored because they occur randomly, and not to aid a particular candidate. However, a few candidates in the past have pointed out this as proof of elections being manipulated. These claims are false of course.

What does happen, is that elections tend to be unequal. Or rather, the current government have the upper hand. It’s not uncommon for politicians to distribute monies among the population to win their vote, disguised as social programs and the like. Also, political parties will engage in buying votes (usually in exchange for money as well). This latter practice, however, is not illegal.

So, the Mexican system is not perfect and has many flaws, just like any other country. But that doesn’t make the country non-democratic. Take the US’ Electoral College, for example, a system in which the president is not elected by a majority of their population, thus making the vote of a person (California or Florida) to be worth more than other’s (Utah or Wyoming). That doesn’t make the US a non-democratic country, though.
